Washington DC, February 18, 2025 – The Out of Home Advertising Association of America (OAAA), the premier trade association for the U.S. out of home (OOH) advertising industry, today announced the appointment of Patrick Dolan as Chief Operating Officer. Dolan will lead OAAA’s operations and finances, focusing on driving operational excellence, optimizing processes, and fostering innovation to strengthen the organization’s impact on the OOH and advertising industry. He will report directly to OAAA’s President and CEO, Anna Bager.
With more than 25 years of experience in strategy, operations, and product development, Dolan has played a key role in advancing growth and innovation across global organizations. As President and COO of the Interactive Advertising Bureau (IAB), he increased revenue from $7 million to over $40 million. He founded or co-founded pioneering global initiatives such as the IAB Data Council, the Mobile Center of Excellence, the IAB Tech Lab, and the Podcast Upfronts. Dolan also developed the IAB’s sales certification programs, which certified over 15,000 sales executives and established industry standards through the IAB CFO Council.
Most recently, Dolan served as Chief Operating Officer and Co-founder of FxM, where he led fintech solutions to streamline media operations and reduce advertising financing costs. He has also held leadership roles at Google, developing international finance and data infrastructure for DoubleClick and The Locomotion Channel, where he managed operations across 13 Ibero-American countries.

Dolan’s long-standing professional relationship with OAAA President and CEO Anna Bager, who he worked with at IAB, provides a strong foundation for their continued collaboration in this new role. He brings a deep understanding of OAAA’s mission, having worked with the organization in an advisory capacity since early 2024, helping shape strategic initiatives and operational priorities. This background positions him to seamlessly transition into the COO role and drive meaningful impact from day one.
